You don’t need to worry about that part unless you want to make your own mods using NVSE. If you’re not a modder, just follow the two bullet points. I have spent 3 days trying to make this work!

No, Nevada Skies doesn’t use it. There is a separate MCM plugin for it, but it was abandoned and only works with an old version. CASM has an MCM-compatible version… or, to be more precise, there are two MCM-compatible versions of CASM.
