No. Unlike the fantastic DS, Nintendo has region-locked the 3DS. It’s currently roughly split into 3 regions: Japan, The Americas (USA, Canada, Mexico, etc.) Each 3DS can only play games from their home region and local multiplayer tends to be restricted solely to same-region 3DSes.
