Leaders and co-leaders can take their clan to war by opening the clan war screen and pressing the “Start War” button. As long as your clan has an active co-leader, you can still participate in clan wars.
When can you start a clan war league?
Once a month Clans can sign-up and fight a week of wars with Clans of similar skill level. To participate, Clans have to sign-up for Clan War Leagues with at least 15 (maximum 50) members.

Can a clan leader join a clan war league?
Clan Leaders can however enroll players to War Leagues, even if they have opted out of wars. Once a Clan has signed-up for Clan War Leagues, they can’t play regular Clan Wars (or Friendly Wars). If a Clan doesn’t sign-up for War Leagues, regular Clan Wars are available once the sign-up period has ended.

Can you play in the war leagues in Clash of clans?
Anyone in the roster will be able to play in the War Leagues. Anyone outside the roster cannot participate in the War Leagues (though they can still play an outside role, by for example donating troops for attacks in the League). During the sign-up period, regular Clan Wars will be unavailable, though ongoing wars can still continue.
