Yes, each model can shoot a different unit as long as it is visible, in range of the weapon profile and it isn’t a character (unless said character is closest visible enemy unit to the unit shooting).

If you use combat squads the unit you used it on is either: one of the two new ones or doesn’t exist at all. If the former then you would need to choose which one to bring in as the strat only provides for one unit to set up at the end of a movement phase. If it’s the latter, then you can’t deploy that unit at all.
