That said, there is a way you can influence who shows up for the first 3 houses. If you have previously visited islands with Nook Miles tickets, you can interact with the villagers there and encourage them to move to your island (even before Nook builds any houses!).

If a villager moves out of your town without someone claiming them, they hang around in the “void” for a few days. If you then visit someone or host someone who has an open plot, the voided villager will move into their town if they don’t aquire one from another player/the campsite/mystery islands before the next day.
