Yes, there is no restriction in the rules that prevents a player from paying the costs of an activated ability twice, to get the effect twice. An Activated Ability is the only ability that can be activated. You may activate it whenever, and as many times as you like, as long as you have priority by paying the cost.

Do creature Mana abilities use the stack?
Mana abilities don’t use the stack. A mana ability is an activated ability that adds mana to your mana pool. (There are rare exceptions to this, but let’s ignore them for now.) So, for example, tapping lands or Llanowar Elves for mana can’t be responded to and doesn’t use the stack.
When does activating an ability put it on the stack?
Rule 112 covers this adequately. Rule 112.3a tells us that Activating an ability puts it on the stack, until it resolves, is countered ( Stifle ), or it otherwise leaves the stack ( Time Stop ).
