A spell may require some targets only if an alternative or additional cost (such as a buyback or kicker cost), or a particular mode, was chosen for it; otherwise, the spell is cast as though it did not require those targets.
Do enchantments target?
When you’re casting the enchantment as a spell, yes. When the enchantment is brought into play in some other way, no. (Note that while hexproof and shroud only prevent targeting, protection prevents enchanting specifically.
Is Deflecting Swat good?
The card has far more versatility than any anti counter magic. It can blow out an opponent and almost instantly lose them the game due to it being able to also retarget abilities. Obviously still run reb and pyro but they are good for different reasons.
