Changing them both to 1 for Range resulted in every rookiee promoting to Ranger. If my deduction is right, setting both lines to 1 for all classes should force you to get one of each class, then start randomly assigning them, at which point the Character Pool class selection MAY take precedence.
How to avoid duplicate characters in starting soldiers?
@NateDogPack12 No way really other than to have a large enough character pool to lower the chances of getting a duplicate. Best way to avoid it entirely is to set the Pool to Random Only and add the starting guys you want to this mod’s INI file. Or just dismiss/rename/etc any duplicate soldiers you get.

Any character made from the Character Pool can show up at any time (in your initial pool of rookiees or as mission rewards) and their class (if at a rank where they have one) WILL ALWAYS be random. The option of choosing classes in the Character Pool is apparently completely nonfunctional.
Can a squaddie be a higher ranked soldier?
Not sure about #1. 1) No because rookies don’t have a class, squaddie is the lowest rank that has an assigned class. You can make a higher ranked soldier of a certian class that shows up as mission rewards or to recruit from HQ/etc.
