Just make some rails, push the villagers in carts and then break the rails behind and put them in front. Also, making a tunnel through the nether is quickest. Yeah, the water transportation is the cheapest way to move villagers.
Will villagers leave if you push them?
No. This is another myth that’s been spread around that doesn’t do anything. Villagers may choose to leave regardless of how often you talk to them or basically any other friendship-related factor.
Can you move villagers off your island?
Check which villager has the thought bubble again. If it’s the right one, talk to them and encourage them to leave. If not, repeat from step 6. They will be in boxes the next day, and will leave the island the day after that.
Do villagers go back to their village?

Why does the villager keep trying to go back?
UPDATE: We can assume that the “village boundary” is not the doors them selves but an area around them, which makes the distance less than 32 blocks and therefore the villager is right to keep trying to go back. Solved by giving the potato farm its own doors to simulate a closer village.
