Yes you still do have to steal a resource. On the official Catan online game (Catan Universe), if you put the robber on the desert, you still steal from someone adjacent to it.
Can you put the robber on the lake?
You may place the robber on the lake as you can on any other hexfield. The rules do not forbid it, so it is allowed as per the official robber rules (robber may be placed on any producing hexfield or the desert).
