Yes, you can play the offline story mode without any memberships from Xbox LIVE as well as PlayStation Network. Only GTA: Online will require a membership on both the Xbox and PlayStation. I don’t recommend GTA: Online on an Xbox 360 and PS3 since they both look dumb when compared to the new gen consoles.

I transferred (saved/copied/moved) the save game files from my 360 to the Cloud. They are labeled as ‘In Sync’. But they don’t show up in GTA V on my Xbox One.
