According to the wiki page, the names of enchantments are strings of 3-5 words picked at random from a predetermined library, then translated into the Standard Galactic Alphabet. As I see it, there is absolutely no way to tell what enchantment you will get.

If you are playing in Creative mode, though, then you won’t need to use any experience points. You can also cheat to create your enchantment. If you use console command “/enchant” you can force the enchantment process to happen without meeting any of the other requirements.
