Once you’ve met those requisites, go find a settler at any one of your settlements. Then, activate your workshop menu — the button you hold to start building resources for your settlement. Once you click that button, you’ll get to choose which settlement to send that settler to. And that’s basically all you have to do!
Are Mods shared between settlements?
Mods, Aid, and Junk will transfer as needed for crafting. Nothing will transfer for the purposes of picking up into inventory. Weapons/Armor do not break down into components automatically, so will not transfer.

If site administrators have not restricted sharing to site owners, any person with Edit permissions to a list item can share that list item with others by selecting Share or Copy link.
