This means that if you have 4 Lessers and the required Diagrams you are good to go. A high-level Blacksmith/Armorer is also needed.

Magicka regen does stack. If you have two pieces of equipment adding 100% regen, your magicka will recover 200% faster (outside of battle). Iirc during battle, the regen rate drops to 1% of your total magicka.
