You’re allowed to tap any artifact for it. Any permanent can become tapped, given the right combination of other cards, even enchantments (You’re right that you normally cannot just tap a Howling Mine because you want to.)
What is a noncreature artifact?

Are artifact creatures noncreature?
A non creature spell is a spell that isn’t a creature, for example artifact or sorcery. It’s any spell that’s not a creature. Instants, sorceries, enchantments, planeswalkers, and artifacts are all non-creature spells (as long as they are not ALSO creatures, e.g., an artifact creature like [[Snare Thopter]].)
Can you tap artifacts on opponents turn?
Yep. If they have an ability that would do so, there is nothing stopping them (aside from Summoning Sickness, targeting, the usual). Unless you are playing with Area of Effect.
Can artifacts tap on first turn?
Yes, as long as it’s not a creature. Only creatures are affected by summoning sickness. If March of the Machines was in play or Ratchet Bomb became a creature by other means, you wouldn’t be able to tap it if it came under your control that turn. Otherwise, it can tap immediately.
What are artifact creatures?
Artifact creatures are both artifacts and creatures and therefore the rules for both apply to them. In most settings they are colorless, but occasionally they are either colored or strongly affiliated with a color. In the beginning artifact creatures didn’t have a creature type, but that slowly changed.
