If you bought Minecraft from Microsoft Store it will be queued at all times for reinstall in MS Store Hub (three dots at top right of Store app) > My Library. Make sure you’re signed into the Store app with the same MS account you used to buy the game.

nope, does not work that way, only very limited games that are also available in the windows store are play anywhere, COD is owned by activision and is not available in the windows store, you would have to purchase via battlenet.
Can you buy bedrock without starter pack?
You do not need the Starter Pack or Master Collection to play the game. These contain the base game, which it sounds like you already own. And a number of cosmetic only skin packs and some of the Minecoin premium currency used to purchase the more of the same.
Can I play Minecraft on PC if I own it on Xbox?
Minecraft Java edition (for computers) is a completely separate game from whatever you can buy on consoles. You have to download it off of the windows store application. Make sure you are logged into the same Microsoft account as the one you bought Minecraft for Xbox.
