Players may need just 75 Intertwined Fates, or 12,000 Primogems, to get Kazuha. Or, if they lose a 50/50, players will need around 150 Intertwined Fates, or 24,000 Primogems, with soft pity. To save Primogems, players can purchase Intertwined Fates from Paimon’s Bargains.

It does reduce the ‘prestige’ of owning them, but for new players it can be quite annoying if they can’t get these characters just because they joined after the event. Additionally, they may add them to normal wishes after a period of time of which their rarity will skyrocket, and only be more obtainable during their events.
When do special characters get moved to the regular banner?
Sometimes yes they get moved over to the regular banner sometimes they don’t. I would expect Venti will be simply because the pool of characters is soo much smaller than most gacha games, but also they may just add none banner characters to it over time. In the recent update, they feature character archive.
How often do the special characters come back?
If they use a system similar to Honkai Impact, then the characters will be limited to their own exclusive banner. That banner will return a few times over the year. And then they will eventually be added to the regular pool of characters. It just won’t happen for a good year or so.
Are there any special characters like Venti or Klee?
So Venti will not be in the normal summoning. Maybe they’ll reintroduce them each year, so characters such as Venti and Klee can only be wished for during their designated events. It seems like a waste to just have the characters for one event lasting a few weeks, as it takes a long time for the modelers and texturers to make these skins.
