Performing a Undertale Genocide run has you play the game in the most evil way possible – by killing everything in your path. We’d strongly recommend you complete Undertale on Pacifist before taking on a Genocide run as it will have some subtle effects on any future playthroughs you make.

The Ruins are the first area you will encounter in Undertale after you have woken up from your fall to the Underground. You will need to kill 20 creatures as well as Toriel to meet the criteria for a genocide run in this section.

The HATE was coming from everyone underground, while Frisk attempted the genocide route. Therefore the monsters hated him for killing everyone, and as a result, Frisk hated them back. Because the HATE was not destroyed, all of it had to go somewhere, so it went to the first host it found, which was Chara.
Why is Chara not evil?
