Event cards can be played at any time, except in between drawing and resolving a card. Between step 2 and 3 of an epidemic are “in between drawing and resolving” the epidemic card.

Hand off only applies to equipped items. If it’s equipped, you can’t unequip it except via a hand off.

If you have a food card and want to use it to increase your die, you first play the card to the waste pile, adding food to the supply, then take the food from the supply. This means that you can take food from the supply even if you have not played any food cards. And make the other players hate you.
How does an outbreak occur in the game Pandemic?
An outbreak occurs if a player is required to add a cube to a city that already has 3 cubes in it of that color. Also, if there are not enough cubes to add to the board when infecting, the game immediately ends in defeat for all players.
