What to do if you cant play SC2 offline?
Opening SC2 opens the Blizzard app instead, and from there you launch the game. So if you can’t get the Blizzard app open, you can’t run SC2. Btw, the steam app works fine and I can open its games offline without issue… So… This is a Blizzard specific problem.
