If you build a settlement on his road, you disrupt it yes. You can reach it by road or ship. The vacant spot has no neighbouring settlements or cities. (There must be at least one empty spot between two settlements/cities)
Do settlements cut off roads?
Yes. The roads remain yours, and you can continue to expand them and settle on them. There are two weird related rules, though: An opponent’s settlement at the end of your road prevents you from expanding through that settlement.

Example: Player 1 has 8 roads which is broken up in the middle. Players 2 & 3 have 7 roads. Who claims the longest road? I doubt there is an official ruling to this so honestly you could make your own rule for it. You could just leave it out and no one it gets it until one player extends their road or you could leave it up to a dice role.
