NPCs arent at every boss. Some of them wont show up too due to questlines. Dark Sigil doesn’t matter. In fact if anything it increases your potential NPC summons in certain areas due to the related quest. I’ve only seen the Pale Shade of Londor so far and I’ve been embered and password free at every boss, I guess there’s more too it.
