What it will do is for each item that has Overwhelming Power, it will add its number to the stack. That is if you have two items that give 20 per stack, each stack is now 40 per stack.
How do you get Azerite trait?
In order to unlock each Ring of Azerite Traits, your Heart of Azeroth must be a certain level, with higher item level gear requiring a higher level Heart. Each subsequent has a greater requirement, culminating in the central Empowerment trait. The current cap is Heart level 50.

How many earth shocks do you get in Azerite?
Lava Shock – Flame Shock damage (both direct damage and the DoT) increase the damage of your next Earth Shock by X, (increased by the item level of your Azerite piece) stacking up to 20 times.
