Delete all FNV from your Xbox. It should recognise you have the ultimate version, and install the base game and dlc from the cloud. I don’t know what’s weirder: that it’s apparently prioritizing the Game Pass version over the disc, or the fact that the Game Pass version doesn’t come with the DLC.
