In the upper left-hand corner, click on the Version link (you may be prompted to log in). Use the drop-down menu under ‘Select Game Version’ to choose either US Servers or EU Servers. Click ‘Apply’ to change your selection. At this point, the game will usually do a full file-check, and may make some minor updates.

Yes it works. I often bought region locked games during holidays and then later bought the DLC in my home Steam store. Worked every time so far. Also, region locked games lose all their restrictions after being 90 days in your library.

All you need is a reliable VPN that can mask your true location, trick Steam into thinking you’re in another location, and allow you to play games from other regions. Steam has a strict policy on VPNs and has the right to ban users caught using a VPN with its service.
