- Just “Right Click / Properties ” and change the “Target” to empty. I assume this makes Steam think that the game isn’t installed, since there is nothing at the target.
- Once you’ve done that, you should be able to “Right Click / Manage / Remove non-Steam game from your library”.

You could try to permanently remove the game: X from your library. That way (at least upon rebooting Steam), the game should redirect to B’s library allowing you to request access through that. You should be able to retrieve the game back to your account under the same Help Desk -page.
