To restore your file:
- Go to My Documents -> My Games -> Terraria -> Players or Worlds.
- Right click on the character you want to restore.
- Click on the file (not the one with .bak at the end), and right click -> Restore previous versions.
Does steam keep save files?
The game supports the steam cloud, and the save will be stored in the steam cloud on exit of the game. The game stores it’s saves elsewhere than it’s files. This varies by game, some store in your user directory, some in Appdata, etc. They won’t be deleted with the game’s files.

From my understanding, NTerraria creates a new version of each “.plr” file you load and change, and saves that file as a “.DAT” file. That “.DAT” file should be there so that whatever you did to the character in NTerraria shows up when you play your Terraria game.
