- Open the file “Units.
- Make a copy of Units.
- Go to the line with UnitType=”UNIT_GREAT_ADMIRAL” in the section “Units”
- Change “DOMAIN_SEA” to “DOMAIN_LAND”
- Start or restart the Civilization VI and load your save game.
