This is a quest for becoming an enemy of The Institute. If you chose not to kill Father during Institute quest Institutionalized, then you will have to kill Father or any Institute member during Synth Retention or any other Institute Quest, this will start the quest. You will then have to escape the Institute.
Can you do all faction quests?

Can you Skip the Minutemen and Still Use Settlements? Simply never go to Concord, and you can completely skip the Minutemen and Preston Garvey’s quests for a very long time if not forever. The only one you likely need the Minutemen for is The Castle.
Can you fail defend the castle?
The only way to fail Defend the Castle is to die. The quest will stay active but if you go away from the place it won’t matter. Once you complete Ad Victoriam (which is after LP) DtC will fail.
How do I destroy the Prydwen?
The quickest way to do that is to kill a named member. The Minutemen use thier artillery shells to destroy the Prydwen.
Do you still get quests if you lock out a faction?
The result is always the same, no matter your faction choice for this quest. All faction storyline quests are definitely still available. The only consequence of your choice is you may receive a line of disappointment from some of the factions you didn’t choose, but all quests and all endings are still 100% available. You lock out nothing.
When do I have to decide between the different factions?
As either of these factions you’ll become hostile to the Railroad during the associated mission to destroy them. It is possible to back out of your commitment to a particular faction later by re-aligning with the Minutemen to complete their quest line. Are there any Faction quests in point of No Return?
For The railroad, you can just do tehir quest “underground undercover”, but it will alter the quest “mass fusion” for teh institude, tuning it against them and for the synth, so this will not turn any faction hostile but prevent you from going on in the institudes favou. Can you become an enemy of the Brotherhood?
You just can’t do the quest step where you get a very clear warning that completing that step (using the mass relay in the Institute to teleport to the Mass Fusion building) will make you a permanent enemy of the brotherhood.
