It is determined by recommended on the map, so if your recommended target is #30 and you attack (and win against) a player 10 higher than your recommended target(#20), and no other player attacks someone 10 positions higher than their recommended target, then you get most heroic attack.
How do you get the war league bonus?
For each battle that you win, you earn the chance to receive war win bonus resources. The war win bonus is delivered to the Treasury at the end of each War. To get the war win bonus, your clan has to win the Clan War of that day.
Can you attack the same base twice in Clan Wars?
You must attack two separate bases with your two attacks, however; you are not allowed to attack the same base twice. Clan war attacks will neither break your shield, affect your trophies, nor steal player’s loots just like single-player attacks.
How does clan strategy work in Clash of clans?
Only the best attack against each enemy counts, so clan strategy is key! If two players attack the same enemy base and one person gets one star and the other gets two, the clan only receives two stars (not three). This is to prevent everyone from attacking the easiest enemy bases.

Experience level of members, number of trophies, number of wars won by a clan and clan level will not influence the matchmaking process whatsoever. Strength calculations have been updated in Clan Wars matchmaking to compensate for high level walls and heroes, skeleton traps, etc. There is no cooldown for Clan Wars.
