To get to the canteen prisoners have to go outside where there is no blocked off area preventing them from escaping. The game prevents any prisoners from accessing this area because they could escape. Try fencing the outside of your prison off. I also had this problem.

Why are there no canteens accessible by this cell?
The picture you uploaded seem to suggest there is no foundation on your left hand wall. You have grass/flowers etc growing under it, which suggest IIRC that there is no foundation (ie the game thinks its outdoor tiles underneath it, instead of indoor tiles). I could be wrong, but I would double check you have foundations. under those walls.

You need to hold your mouse over the canteen and see why it has the exclamation mark. A kitchen doesn’t need workers or water or power for its exclamation mark to go away and neither does a canteen.
