It’s way too OP! This issue is caused by logic in Skeleton::die () that probably predates the introduction of Strays in the game. When a skeleton killed by a charged creeper, the game checks what type of skeleton it was, and if the skeleton is normal it drops a normal skull, otherwise it drops a wither skull.
