In order to get all 3 factions you need to reach to the following point for all the factions – Brotherhood of Steal, Minutemen, and Railroad:

  1. Railroad – Underground Undercover.
  2. Minutemen – None active, but after the key point you will default to defend the castle quest.

    You can join all of the factions except the Great Houses. You can also join all Great Houses (and complete their questlines) if you download the mod for it. You can join but you can’t progress, it’s not possible unless you cheat by fortifying skills at the moment of advancement.

    Can you join any faction?

    To join a faction, press the [U] key or click the factions icon placed at the bottom of the player options on your left-hand side of the screen. This is the Factions Menu, and it will display a list of public factions which you can join upon selecting the icon.
