Simply upping the amount of banner layers in survival by one would create the possibility for so many more patterns, but to keep it uniform, increase by a multiple of 2. Take the current layer limit of 6 and increase it to 8. Or, if you Mojang folks are feeling rebellious, try 10 layers!
