How to increase angel room chance

Can you use joker card first floor?
On the first floor, it doesn’t matter if you take any damage. You can’t earn a devil deal anyways. (You can still get a red chest teleport, joker card teleport, or teleport 2.0 your way there though, but that’s all irrelevant.)
What does contract from below do?
Effects. Doubles any pickups and chests earned for clearing a room, but has a 1/3 chance of removing the reward completely. Neither effect applies to coins dropped in Greed Mode.
What can you buy in the Devil room?
The Devil Room pool is the pool of items that can be found in the Devil Room. All items can be bought for some number of Red Heart containers. If Isaac has no Red Heart containers, items can be bought for three Soul Hearts / Black Hearts.
Do you have to have Devil room to get Angel room?
Taking Black Hearts, opening Red Chests, and taking items that weren’t paid for (such as Red Chests, Krampus, Beggars, Pandora’s Box, and Credit Card) do not count as Devil deals, allowing Isaac to still see Angel Rooms. If the first offered Devil Room is not entered at all, the next offer is guaranteed to be an Angel Room.
What happens if you make a deal with the Devil?
If any deal with the Devil is taken (including Black Market deals), Angel Rooms will not spawn for the remainder of the run. Only paying health (Red Hearts or Soul Hearts) for an item in a Devil Room or a Black Market counts as a deal with the Devil.
Can a soul be removed from a devil room?
This does not happen in Rebirth if the player has any soul, shadow or eternal hearts. In Rebirth Devil Rooms can be extremely game breaking as the player can remove all red heart containers in order to buff certain items such as the Whore of Babylon, The Polaroid and The Negative similar to how these items normally act for ???.
