You need to build assault armies on one of your planets. They have their own ships and can be used to occupy planets.

Select the tab that says ‘Armies’. Then, on the right middle of the view, there should be a button saying ‘Recruit Armies’. Select that, and an additional tab would pop up to the side, showing you what army you can make. Click on them to start making armies.

You can’t embark defense armies, but can embark Assault armies and just plain armies. There’s no technology needed, and you don’t seem to be able to modify the troop transports.
