Dwellers can raise their SPECIAL stats by spending time in various training rooms you can built in your Vault. Each training room focuses on training one specific SPECIAL stat. The higher stat is on a Dweller, the longer it will take to train and increase.

A dweller dragged into crafting or production room will gain levels as they produce the appropriate resource. The speed at which they gain this is determined by the size of the room, the number and level of other dwellers in with them, and how often the room is rushed successfully.

This means that a level 50 dweller with 1 Endurance will have 252 hit points when at max level compared to 644 hit points, which a dweller whose endurance was maxed out at 17 from level 1 will have. To achieve maximum health, a dweller must equip heavy wasteland gear (END +7) at level 1 while already having 10 points in Endurance themselves.
