The only thing you can do is put 4 pips into systems for shields to recharge faster. Oh and shield cells charge your shields almost instantly if not down completely. Putting 4 pips to sys gives a bit more resistance to incomming attacks and powers the capacitor faster, but your shields will not recharge faster.
