Luck also affects the chance of rush attempts succeeding. In the wasteland, it increases the chances of finding items when dwellers go out on quests and explore locations in the wasteland. The higher the Luck, the better the items. Dwellers can improve their Luck in the Game room.

I have Sarah and Three Dog from 2 quests and have just started the quest in the search for Preston…so its safe to say you can get atleast 3 Legendary Dwellers via quests. Hopefully they add more, hoping to get enough Legendary Dwellers for that 23 LD achevement aint gonna happen anytime soon otherwise :/
