This means that if you attack them, the balance of grievances will be 50 your way. So if you cause 40 grievances against them, AI players won’t think you’re bad. if a civ inflicts grievances against you, that effectively gives you the opportunity to declare war and take cities without creating such an imbalance.
Should I capture city states Civ 5?
There’s no harm in going to war / taking city states, as long as you only have one war. If you war, make peace, and war again, all the other city states will “become weary” and your influence will decay faster.
Do grievances go away Civ 6?
You lose Grievances over time, since it decays as long as you’re at peace with that Civ, but will decay slower in the later eras. That’s why you shouldn’t wait around if you want to go to war. As the game progresses, they no longer become active, and the Grievances become historical instead.
