Don’t zone massive areas when starting out. Only add additional services (fire, police, health, education, garbage, etc) when cims ask for them. Don’t add parks until you make a profit. If you still find you lose money in the beginning, try only using dirt roads as it cuts maintenance costs quite nicely.

As @Chippies said, no, there’s nothing you can really do once your account is negative with a negative cashflow. Its not direct, but it is a way of forcing you to abandon the city. You are technically going bankrupt when you go into negative cashflow.

Taxes. Higher taxes increase the weekly income but have a negative effect on demand. Residents and businesses start to protest if taxes are raised above 13/14% for too long, but a short tax hike is a good way of earning some quick cash if you don’t want to take out another loan.

You can have small clinic or two or you can have big ass hospital (which is the only service building I find to be completely useless). Also buses and metros, which transport 5 people will cost you money. But overall it’s quite unusual to see a player who plays without unlimited funds.
