Settlers can be equipped with a gun by the player character and they will not consume any ammo, but in order to use that weapon, they need to have at least 1 (one) ammo in their inventory of the type that the equipped weapon uses. That single ammo will never be consumed and act as infinite ammo.

No, I do not believe from waiting an item will disappear. But it can glitch when you drop it and you will lose it. Bodies and other temporary containers will disappear if your gone for a long enough time.

Are there any safe places to store items in Fallout 4?

OCD haha. items placed in random container are not safe. if you leave the cell for 3 in game days then the cell will respawn and the items will be deleted. safe houses are safe as the cells are programed not to respawn after being absent for 3 days.
