Yeah you can do Skellige quests and return and do Now or Never. Personally i now do most of Triss quests after Skellige as they make more sense romantically in that order.

At the end of Now or Never are the final choices that will determine whether the player succesfully romances Triss. When Triss is leaving the player must choose the dialogue choice [Stay with me], then choose [ I love you]. If all of these were done correctly, Triss will come back while Geralt is speaking to Dijkstra.
Is there a way to start the quest again?
Once you leave this area by fast traveling, there is no way to start the quest again. There is no issue story wise, if you don’t mind not sleeping with Triss (best girl next to Shani). Once you start the main quest and go forward, she’ll meet you at Kaer Morhen like nothing ever happened.
