Can I just go straight to Fort Hagen?
No, you do have to ask dogmeat to start sniffing, but once you show the cigar to dogmeat inside Kellogs house you can fast travel to Fort Hagen or near it. You do not need to wait by the boarded up entrance you can destroy the turrets and go straight inside and the quest will progress.
Where do you find the reunions mission in Fallout 4?
This mission picks up immediately after ending Getting a Clue . Dogmeat will lead you out of town a fair bit then stop near a small dock on some water. Look down to spot an ashtray with one of the rare cigars in it. Interact with it, and Dogmeat will set off again.

Eventually Dogmeat stops in a doorway. Look to the right to spot a red cloth which you can interact with. Do so, and Dogmeat will once again run off. Follow him, again dealing with all sorts of baddies, and he will lead you to a building. Head downstairs, and when you do, you’ll likely bump your head into some cans.
