Apparently the solution was simple and a matter of turn order: – Turn the xbox controller off and when it says connect controller hit the wheel button, then you can turn controller back on.

If you have a Fanatec wheel with a power switch, use that. If you have a microsoft wireless racing wheel pull the power plug (also make sure you don’t have any batteries in the wheel). On a controller you need to pop the battery pack off. Also you want to make sure the two are never on at the same time.
