Does ore run out KSP?
No and probably, respectively. As Veltrop said, moons and planets have infinite ore…but they have it at low and varied densities. You should consider putting a scanner and wheels on it so you can move around finding better spots.

Is the KCT _ upgradingbuilding field nullable in Ksp?
I made KCT_UpgradingBuilding.facilityType field nullable so that any custom facilities would just be null there. In the process I also found out that KSP is unable to automatically persist nullable enums so a workaround had to be written for that.
