Clan War eligibility is simple: Your clan must have at least 10 members. You can only wage wars in increments of 5, giving us the following available wars: 05 v 05.
Can a new member join clan war league?
Anyone in the roster will be able to play in the War Leagues. Anyone outside the roster cannot participate in the War Leagues (though they can still play an outside role, by for example donating troops for attacks in the League).
Who can start a clan war?
Leaders and Co-leaders can take their Clan to War by opening the Clan War screen and pressing the “Start War” button. The Leader selects the Clan members who will participate in the Clan War. Each player can use the “Clan Wars” button in their profile to indicate if they are available for Clan Wars or not.

When you try to join a war but receive the message “not eligible,” this indicates one or several of the below scenarios: You are already participating in another Clan’s Clan War or Clan War Leagues. You or your Clan have received a War cooldown as a punitive action.

When do clan members become eligible for war?
They will become eligible for war again when the previous war is completed. You can check your clan member list to see if any members are ineligible for war, and see when they will be eligible again. If you start the clan war while members are still ineligible, those members will not be able to participate.
Can you join another clan in Clash of clans?
They can even join another Clan’s roster so as long as that Clan has not yet signed up. Players in a Clan’s roster can still participate in Clan Wars and Friendly Wars, but only in a Clan that did not sign up for the War Leagues.
