These formats do not have any limits on the number of cards of any type that can be used. 313.1 Conspiracy cards are used only in limited play, particularly in the Conspiracy Draft variant (see rule 905). Conspiracy cards aren’t used in constructed play.
What is Monarch MTG?

How many players do you need to play conspiracy?
Split people into multiple draft groups of 4–8 players. After drafting, players should be split into groups of 3–5 to play Free-for-All multiplayer games together. There are going to be a total of three rounds wherein you draft cards. Each round starts with every player opening a booster pack.
