The minimum chance of an attack upon a settlement per day is 2%, regardless of defenses. The maximum chance is unknown but assumed to be 100%. Whatever the chance is, a settlement cannot be attacked if it has already been attacked in the last 7 in-game days.
How do you get raiders to attack your settlement?
The only way raiders actually attack you, is to have more resources than actual defenses. This means, to get raiders to attack, you need to have 101 food + water, while only having 100 defense.
What should I do if my settlement gets attacked?
“Ideally” you want your defense value to be higher than the total of your food + water. This should lessen the chances of your settlement being attacked and also gives the best chances of your settlement defending itself without issue. Things like walls and actual tactical placement are entirely useless for these auto-battles.
