Attack the back wall of each cell to expose a valve. Use the force to turn all the valves and this should turn on the far-right control panel. Use Robonino to activate this panel and the one to the left. This should open the last cell and the achievement.

This is because both moves rely on Force Lightning, which is unlocked once you complete the TIE Factory. Both moves allow you to switch in electrical strikes with Yellow / Triangle and thus let you stun the very tough, very deadly, and very damnable Purge Troopers (and other crap that don’t flinch when hit in the face with a lightsaber).
